Defense Authorization—H.R. 5122.
The House approved H.R. 5122, the National Defense Authorization Act conference report. This legislation authorizes $532.8 billion in funding for the U.S. armed forces for fiscal year 2007.
This important measure addresses the systemic quality of life, readiness, and modernization shortfalls confronting the armed services. Included in this legislation is an across-the-board 2.2 percent military pay raise and extensive health care improvements for service members and their families. The bill includes an increase in procurement accounts and research and development accounts that are paramount to preserving U.S. military technological superiority. It also includes important language modifying the current statute known as the Berry Amendment by expanding the existing exemption for commercial items, providing an exception for dual-use items to facilitate civil-military integration, and establishing a de minimis standard below which the Berry Amendment does not apply.
