The House passed H.R. 4830, to amend chapter 27 of title 18, United States Code, to prohibit the unauthorized construction, financing, or reckless permitting (on one's land) the construction or use of a tunnel or subterranean passageway between the United States and another country.

H.R. 4830, the Border Tunnel Protection Act of 2006, would penalize any person constructing or financing a border tunnel with up to 20 years’ imprisonment and anybody who recklessly permits others to construct or use such a tunnel on their land with up to 10 years’ imprisonment; would punish those who use a border tunnel to smuggle aliens (including terrorists and criminals), weapons, drugs, and other illicit goods by doubling the sentence for the underlying offense (i.e., up to 40 years’ imprisonment). H.R. 4830 passed.
