Federal Prison Industries—H.R. 2965.
The House approved H.R. 2965, the Federal Prison Industries Competition in Contracting Act. The legislation would ensure fair competition for federal contracts.
This bipartisan legislation would phase out the Federal Prison Industries’ (FPIs’) preferential status in the government procurement process that forces federal agencies to buy only from FPI rather than using a competitive process. This group has long advocated for a level playing field in the federal procurement process.
The Senate did not consider similar legislation in 2006.

Sponsored by Representative Peter Hoekstra (R-MI), this bill seeks to address unfair competition advantages the Federal Prison Industry (FPI) receives for federal contracts over the private sector and small business.
