Senator Feinstein (CA) introduced S. Amdt. 4882 to the FY07 Defense Appropriations bill (H.R. 5631), to "protect civilian lives from unexploded cluster munitions." The amendment was cosponsored by Senator Leahy (VT), and would have prevented funds from being spent to acquire, utilize, sell, or transfer cluster munitions, unless the Department of Defense ensured that the munitions would not be used in or near any concentrated population of civilians, whether permanent or temporary. PREVENTING USE OF CLUSTER BOMBS IN CIVILIAN AREAS.
A cluster bomb is an air-dropped bomb that ejects multiple small bomblets. Cluster bombs are very inaccurate and unreliable, and wreak havoc when used in civilian areas. According to Human Rights Watch, Israel used US-produced cluster bombs in civilian areas during its war with Hezbollah in 2006. Amendment 4882 to House Resolution 5631 would have required the administration to certify the weapons would not be used in civilian areas before the US could sell, transfer or acquire cluster bombs. The Senate rejected an amendment to the Defense Appropriations Bill offered by Senators Dianne Feinstein (D-CA) and Patrick Leahy (D-VT) calling for the protection of “civilian lives from unexploded cluster munitions” by preventing U.S. tax dollars from being spent to acquire, utilize, sell or transfer cluster munitions.
