NUCLEAR DEAL WITH INDIA.
In July 2005, President Bush and Indian Prime Minister Manmohan Singh announced a plan for the US to share civilian nuclear technology with India, even though India has not signed the Nuclear Nonproliferation Treaty nor agreed to stop developing nuclear weapons. At a time when the world is working to convince North Korea and Iran to give up their nuclear ambitions, this deal sets a dangerous precedent for nuclear sharing and sends the wrong message to the rest of the world.
The recognized nuclear weapons states—the US, Britain, France, Russia and China—have all halted production of fuel for nuclear weapons, known as fissile material. Amendment 1195 to House Resolution 5682 would have required as part of the deal that India play by the same rules and end its production of these materials. Rep. Howard Berman (D-CA) and Rep. An amendment numbered 5 printed in Part B of House Report 109-599 to restrict exports of uranium and other types of nuclear reactor fuel (defined as "source material" and "special nuclear material" in the Atomic Energy Act of 1954) to India until the President determines that India has halted the production of fissile material (i.e. plutonium and highly enriched uranium) for use in nuclear weapons.
