The Schiff (D-CA) amendment would have undermined law enforcement and intelligence by restricting funding for programs that do not adhere to the Foreign Intelligence Surveillance Act (FISA)
of 1978 but that are vital for gaining intelligence from suspected terrorists’ communications.
