CLOSING CONTROVERSIAL MILITARY TRAINING CAMP.
In 1999, Congress voted to close the School of the Americas (SOA), the controversial Pentagon training facility for Latin American soldiers. Congress then replaced it the next year with the Western Hemisphere Institute for Security Cooperation (WHINSEC), a facility with a nearly identical mission. Graduates of SOA/WHINSEC are infamous for some of the gravest human rights abuses in Latin America over the past twenty years. Amendment 995 to House Resolution 5522 would have eliminated the WHINSEC/SOA.PeaceMajority.org
