Byron Dorgan (D-N.D.) offered an amendment to end the new H2-C program five years after enactment of the law, allowing Congress an opportunity to review effects of the new program on the U.S. labor market. The amendment failed.NumbersUSA Action
S.2611 - the Dorgan Amendment.
The Dorgan Amendment (SA 4095) to S. 2611, the Comprehensive Immigration Reform Act of 2006. The Dorgan Amendment would have prohibited the issuance of new H-2C "guestworker" visas after five years, but authorized DHS to continue to extend the authorized stay of an H-2C alien after that date. This would have reduced the number of new guestworkers under S. 2611 from two million to one million (200,000 per year for five years instead of 10 years). The Dorgan Amendment failed.U.S. Border Control
