H. Con. Res. 376 / Fiscal Year 2006 Budget Resolution / Watt Amendment
Substitute amendment offered by Congressman Mel Watt (NC) on behalf of the
Congressional Black Caucus that would have resulted in a fiscal 2011 budget surplus of
$2.3 billion. Specifically, it would have rescinded tax breaks enacted in 2001 and 2003
for individuals with more than $200,000 in gross income, reduced a tax benefit for large
oil companies and cut funding for the ballistic missile defense program by $9.4 billion.
The added revenue would go toward deficit reduction and various education, jobs,
