Rept. 109-461) authorizes the Secretary of Defense to assign members of the Army, Navy, Air Force, and Marine Corps, under certain circumstances and subject to certain conditions, to assist the Department of Homeland Security (upon its request) in the performance of border protection functions.

The Goode (R-VA) amendment authorizes the Secretary of Defense to send members of the Armed Forces to the border in nonemergency situations to aid the Bureau of Customs and Border Protection and the United States Immigration and Customs Enforcement of the Department of Homeland Security to prevent the entry of illegal immigrants and terrorists.
