The Ensign (R-NV) amendment would have denied American funding for the newly established UN Human Rights Council as the new body represents little improvement over the now-defunct Human Rights Commission because it too allows UN member states guilty of systemic human rights abuses to be eligible for Council membership. The amendment would have redirected all funding towards enhancing border security.
