ohnson,R-CT, motion to suspend the rules and pass the bill that
would Streamline Medicare regulations
for health-care providers, overhaul the
system ’s private contracting process and
mandate additional educational outreach
by contractors to providers. It would limit
the publishing of new regulations to once
a month, clarify timelines for developing
new rules and ban the retroactivity of substantive rule changes.
The bill would give
the Health and Human Services Department additional flexibility and control over private contractors. It also would require contractors to provide additional
information to providers including written
responses to inquiries within 45 days. A
two-thirds majority of those present and
voting (272 in this case)is required for
passage under suspension of the rules.
