H.R. 3295 / Help America Vote Act of 2001 / Final Passage.
Final Passage of legislation intended to address some of the problems uncovered in the 2000 Presidential election, which resulted in as many as 6 million eligible Americans not being able to vote or not having their votes counted. The legislation authorized $400 million to states to allow (but not require) them to replace or upgrade punch card voting machines, did not contain several civil rights provisions that the NAACP had fought for, and in some cases rolled back existing voting rights protections.
