Senator Mary Landrieu, D-La., offered a motion to table (block) Sen. George Allen's, R-Va., amendment to H.R. 2944. Allen's amendment would have inserted language into the bill to prohibit the use of federal or local funds for any needle exchange programs in the District of Columbia. The motion passed.

Landrieu, D-La., motion to table the Allen, R-Va., amendment. The Allen amendment would have prohibited the use of funds in the bill to carry out needle exchange programs in the District of Columbia. Passed.

APHA supported the Landrieu motion to table the Allen amendment. APHA has consistently opposed efforts to restrict federal, state and especially local funding for needle exchange programs. APHA noted that 34 percent of all reported AIDS cases, 48 percent of all reported heterosexual AIDS cases and 56 percent of all pediatric AIDS cases are due to injection drug use. It was further noted that drug treatment programs fall far short of need and that needle exchange programs have been scientifically demonstrated to reduce HIV transmission rates and not to increase injection drug use.
