In the decade since the end of the Cold War, the military has struggled to transform itself into a modern force that employs innovative tactics and technologies to meet new and dangerous threats. Closing and realigning unnecessary military bases is essential to balancing defense priorities and promoting fiscal responsibility.

The Defense Department estimated taxpayers could save $3.6 billion per year by closing obsolete bases. The last authorization of base closures was in 1995 and the closures often lead to economic progress. Nearly 90 percent of counties affected by base closures have experienced growth in personal income and 75 percent have seen a rise in earnings per job. Sen. Jim Bunning (R-KY) offered an amendment to the Fiscal Year 2002 Defense Authorization Act (S.1438) to strike title XXIX, which would have authorized a new round of base closings.

The Senate tabled (killed) the Bunning amendment.
