Substitute amendment offered by Congressman Charles Rangel (D-NY) to the economic stimulus package that would have included additional unemployment and health insurance benefits, new spending on school construction, economic development, security enhancements and other domestic programs. The Rangel substitute would also have frozen the reduction in the top individual tax bracket. The Rangel substitute amendment failed.
