2002 Labor-Health Human Services-Education/Abstinence Education.
The House overwhelmingly rejected an amendment offered by Rep. Ernest Istook (R-OK) to dramatically increase funding for a controversial abstinence-only education program. The abstinence funding is restricted to projects that make clear that "abstinence before marriage is the expected standard" and "that sexual activity outside of marriage may have harmful psychological and physical effects." Any discussion of contraceptives is prohibited.
