Cross Border Trucking.

During Senate consideration of the Transportation Appropriations bill, an amendment was offered to expand opportunities for cross-border trade between Mexico and the U.S. by allowing Mexican trucks to operate in expanded areas of the U.S. Although the U.S. Chamber strongly supported this amendment, the amended failed when cloture was invoked. Despite the setback, the U.S. Chamber succeeded in including a cross border measure in the final conference report of H.R. 2299. In addition to fulfilling U.S. obligations under NAFTA, this provision would decrease shipping costs and save time for companies doing business in the Americas, as well as ensuring the safe operation of all Mexican trucks operating in the U.S.

Senate Kills Effort to Prohibit Restrictions on Cross-Border Trucking.

During consideration of the transportation appropriations bill, arch-conservative GOP Senator Phil Gramm (Texas) offered an amendment that would have prohibited the imposition of restrictions on cross-border trucking from Mexico into the United States. The UAW and other unions opposed this amendment because it would have precluded the imposition of restrictions designed to protect American jobs and to make sure all trucks on American roads meet certain safety requirements. Fortunately, the Senate tabled (i.e. killed) the Gramm amendment. The Senate subsequently approved the labor-backed restrictions on cross-border trucking.

Truck Safety Standards on a Mexican Motor Carrier.

Sen. Phil Gramm (R-TX) offered an amendment to prevent restrictions or requirements, in the application of truck safety standards, on a Mexican motor carrier that seeks to operate in the United States. A motion was made to table (kill) the Gramm Amendment. Motion to table agreed to.
