Passage of a joint resolution to deny the President’s request to provide normal trade relations (formerly known as most-favored-nation trade status) for items produced in China from July 2001 through July 2002. Rejected.

China Normal Trade Relations.

The U.S. Chamber opposed H.J. Res. 50, a resolution that would have established new trade barriers to U.S. business in China. By defeating the resolution, Congress assured increased opportunities for American companies and workers in China. In 2000, the U.S. exported more than $18 billion in goods, services, and agricultural products to the Asian giant. Continued trade with China helps more than 200,000 Americans whose jobs depend on exports to that country, and also demonstrates our continuing leadership in a global economy. The U.S. Chamber strongly supports opening trade with China - with 1.2 billion consumers, China represents a vast, untapped market for American businesses. The U.S. Chamber also in 2000 led the effort to open Chinese markets to American companies by supporting legislation establishing Permanent Normal Trade Relations (PNTR) with China. H.J. Res. 50 was necessary because PNTR legislation did not fully take effect until China joined the World Trade Organization in November 2001.
