Rejected the Rangel amendment in the nature of a substitute printed in H. Rept. 107-144 that sought to specify that religious organizations receiving charitable choice program funding cannot discriminate in employment on the basis of religion or preempt state or local civil rights laws, prohibits instruction, worship, or proselytization at the same time and place as the government funded program, deletes indirect assistance and tort liability reform provisions, and offsets the cost of tax benefits by reducing the recent tax cut for the top income rate.
