Increase Defense Spending Over 10 Years.
Shortly after taking office, President Bush proposed to increase the defense budget by $14.2 billion and launch a strategic review. This amendment was an attempt to lock up some of the (then) budget surplus for defense in advance of new priorities emerging from the strategic review. Sen. Mary Landrieu (D-LA) offered an amendment to the Fiscal Year 2002 Budget Resolution (H.Con.Res. 83) to provide $100 billion additional funding for Defense over ten years.
The Senate rejected the Landrieu amendment.
