Friends Committee on National Legislation

Head Start funding.

Kennedy (MA) motion to consider an amendment to tax cut reconciliation bill that would condition reductions in the top marginal income tax rate on full funding for Head Start. Motion rejected.

NAACP

H. R. 1836 / Tax Cut Package / Full Head Start Funding.

A motion offered by Senator Edward Kennedy (D-Mass.) to provide that the tax cut for the wealthiest Americans would not take effect unless full Federal funding is provided for Head Start programs. The Kennedy motion failed.

Americans for Democratic Action

HR 1836. Head Start.

Kennedy (D-MA) amendment to condition the reductions in the marginal income-tax rate on full funding for Head Start programs. Motion rejected.

Children's Defense Fund Action Council

Tax Cut Reconciliation (Head Start Program).

Motion to waive the Budget Act with respect to the point of order against the amendment. The amendment would require the Health and Human Services secretary to certify to the Treasury secretary that adequate funding has been appropriated that would enable all eligible children to have access to Head Start programs before the bill's reductions in the top marginal income tax rate bracket in Fiscal Years 2005 and 2007 would occur.

The first years of a child's life are particularly critical to children’s early development and learning. Yet only 3 out of every 5 eligible low income preschoolers are enrolled in Head Start and only a fraction of eligible infants and toddlers are enrolled in the Early Head Start program. This vote reflects Senator'’ choices between investments in Head Start and tax cuts for the wealthy.
