The Senate rejected on a procedural vote an amendment to the tax bill (H.R. 1836) by Senator Robert C. Byrd (D-WV) that would have provided necessary funding to ensure the long term solvency of the Social Security and Medicare Trust Funds by striking the tax rate cuts as well as the repeal of the estate tax. AFSCME supported the amendment, which the Senate defeated on a procedural motion.
