Blue Dog Budget Substitute.
On behalf of the Blue Dogs, a coalition of moderate to conservative Democrats, Rep. Stenholm (D-TX) introduced a substitute to the budget resolution offered by the majority. The Blue Dog substitute proposes a five year budget that will use half the projected on-budget surplus for reducing the public debt, one quarter for spending increases, and one quarter for tax cuts. The vote was on accepting the Stenholm substitute. The substitute was rejected.
