Kucinich, D-OH, substitute amendment on behalf of the Congressional Progressive Caucus that calls for using one-third of the available onbudget surplus over 10 years for reducing the public debt, one-third for cutting taxes, and one-third for increasing nondefense discretionary spending, especially in the areas of education and health care. The amendment would cut proposed fiscal 2002 defense spending by $66 billion. Rejected.
