Campaign Finance Reform/Amend Constitution to Limit Contributions and Spending.
Sens. Hollings (D-SC) and Specter (R-PA) proposed a constitutional amendment that would grant Congress and the states the authority to set mandatory limits on campaign spending and contributions. Congress set spending limits in 1974, but they were invalidated by the controversial Supreme Court decision Buckley vs. Valeo, which extended First Amendment protection to unlimited spending in elections.
