On the Amendment: Paul Amendment to the FY 2017 Budget Resolution.

While serving as the vehicle to begin the process of repealing ObamaCare, as currently written, S.Con.Res. 3 would increase budget deficits by $7.919 trillion between FY 2017 and FY 2026 and add nearly $9.01 trillion in publicly held debt. It’s beyond comprehension, after seeing more than $8.1 trillion added public’s share of the national debt since on President Barack Obama’s watch, why Congress would pass a budget resolution that doesn’t show any measure of fiscal restraint. Introduced by Sen. Rand Paul (R-Ky.), this amendment freezes on-budget federal spending at the FY 2017 level, $3.265 trillion, between FY 2018 through FY 2026. The amendment would bring the budget into balance by FY 2024. The resolution does nothing to adversely affect ObamaCare repeal.

S Con Res 3 Conservative Budget Proposal.

The Senator Rand Paul (R-KY) amendment to the Fiscal Year 2017 budget resolution presents a conservative budget alternative that balances the budget in five years, freezing federal spending while allowing congressional appropriations committees to decide where the spending would be cut. This group supports proposals to tackle the massive annual deficit and a national debt that has grown to over 20 trillion dollars and supported this amendment. The Senate defeated the amendment.

Paul, R-Ky., amendment no. 1, that would gradually reduce the authorized level of the budget deficit until a budget surplus is required in Fiscal 2024. The substitute amendment would maintain the underlying bill's reconciliation instructions, which are expected to be used to repeal portions of the 2010 health care overhaul.

Balancing the Budget.

During consideration of the congressional budget for fiscal 2017 (Senate Concurrent Resolution 3), Senator Rand Paul (R-Ky.) pointed out in a speech on the Senate floor that this proposed budget would add nearly $10 trillion to our national debt over the next 10 years without ever balancing the budget. He added: “I’m not for it. That’s not why I ran for office. It’s not why I’m here. It’s not why I spend time away from my family and from my medical practice. It’s because debt is consuming our country.” Paul went on to introduce a substitute amendment that would balance the budget by 2024.

The Senate rejected Paul’s substitute amendment. This group supported this legislation because fiscal responsibility is an excellent first step toward constitutional responsibility.
