Senate agreed to the motion to concur in the amendment of the House of Representatives to the amendment of the Senate to H.R. 4213, to amend the Internal Revenue Code of 1986 to extend certain expiring provisions, with Reid Amendment No. 4425 (to the amendment of the House to the amendment of the Senate to the bill), in the nature of a substitute, as amended.
This vote extended federal unemployment insurance benefits to the long-term unemployed, through November 2010.

| Senate Passes Bill Extending UI Benefits through November. |
After this broader legislation was killed by a filibuster, our progressive allies continued to press Congress to approve a stand-alone UI bill to reinstate and continue the federal extended benefits program through the end of November. Senate Republicans opposed this effort and tried to use a filibuster to block it. But in late July, after two million laid-off workers had their UI benefits cut off, Senate Democrats finally succeeded in cutting off the Republican filibuster and were then able to pass the UI extension.

HR 4213. This bill helped children in families suffering from the recession by extending unemployment benefits to the end of November 2010 after the unemployment insurance program had expired more than six weeks earlier. It allowed the long-term unemployed who exhaust their state jobless benefits, typically available for 26 weeks, to receive up to an additional 73 weeks of federal benefits, and many unemployed persons received their benefits retroactively. Unfortunately other relief components for children, families and individuals were stripped from the bill.
