Financial Reform: Senate amendment vote to ban risky kind of speculative investment.
This is a vote on a motion to table (discard) an amendment to the Senate's version of the Wall Street Reform bill. The amendment, introduced by Sen. Dorgan (D-N.D.), would have banned a type of derivative, called a naked credit default swap, which is a bet that a company (in which the investor doesn't own/have a stake) will default on its debt. The Senate voted to table (discard) this amendment.
