HATE CRIMES PREVENTION ACT, S. 622.
All 100 members of the Senate were asked to co-sponsor legislation introduced March 16, 1999, that would extend federal jurisdiction over serious, violent hate crimes committed because of real or perceived sexual orientation, gender and disability when other jurisdictions will not or cannot act.
