This Report Cards update offers an additional insight into the Congress members'
stance on issues. It is based not only on a large number of roll call votes
but also on cosponsorship of more than 400 pieces of legislation. There are many
interesting bills introduced in Congress that never get voted on because
the leadership does not want the votes to take place. By registering as a legislation's
official cosponsor, a member shows real interest in and support for the legislation.
A large number of cosponsors also increases the chance that a legislation will be
scheduled for a vote.

          1993 and 1994 VIS Ratings from the National Rifle Association(*).
          NRA did NOT seem to have lobbied Congress on any particular
          bill voted on in 1995.  They have been working towards the
          passage of the 'Assault Weapons Ban Repeal' in 1996.  See House
          vote #12 in the Single Vote Section.

          (*) these groups are new to VIS Ratings.

          1995 VIS Ratings from American Conservative Union, Council
          for the Livable World (PeacePAC) - Senate only.

          This update also includes revised 1992 Senate VIS Ratings
          from U.S. Chamber of Commerce. We found out recently that
          we had incorrectly identified one of the votes used to
          calculate the ratings.  As a result, some of the ratings
          were off.  Sorry for any inconvenience!!

          Christian Coalition, ACLU.

          Update with the first batch of 1995 ratings (ADA, FCNL,
          Libertarian Party)

12/24/95

          Minor update. Finally got 1994 NTU data and their VIS Ratings
          are now included.

July 95

          1994 VIS Ratings for the U.S. Chamber of Commerce and Concord
          Coalition; 1993 and 1994 VIS Ratings for Public Citizen;
          "corrected" VIS Ratings for League of Conservation Voters
          now take into account cosponsorship of six pieces of legislation
          in addition to voting record of each member.
